David Owen is a former British Foreign Secretary. He currently sits in the House of Lords as a crossbencher and is the present Chancellor of the University of Liverpool. Together with Lord Douglas Hurd, Sir Malcolm Rifkind, Lord George Robertson, and Lord David Owen, he called for progress toward a nuclear-weapon-free world in a recent commentary in The Times of London.
