Frank C. Carlucci is a former Secretary of Defense and former National Security Advisor. He served during Reagan’s administration in various capacities. Previously, he was a public servant working for the State Department as Ambassador to Portugal and as Deputy Director of the CIA. During his tenure as Secretary of Defense (1987-1989), he made important budget decisions on procurement, weapons systems and downsizing the military. After leaving the Pentagon, Carlucci joined the Carlyle group, an investment partnership in Washington, as vice-president and executive officer before becoming chairman.
