Signatories

General (Ret.) Klaus Naumann is a retired four-star general of the German army, and was the chair of the North Atlantic Military Committee from 1996 to 1999 after his election to the position by the NATO chiefs. In 2000, he was a member of the UN Panel on UN Peace Operations, and in 2001 was a member of the International Commission on Intervention and State Sovereignty. General (Ret.) Naumann was also a commissioner in the International Commission on Nuclear Non-Proliferation and Disarmament.
