Signatories

Igor Ivanov is a former Foreign Minister of Russia (1998-2004), and from 2004 to 2007 he was the Secretary of the Security Council in Russia. An experienced diplomat, Ivanov graduated from the Maurice Thorez Moscow Institute of Foreign Languages (Moscow State Linguistic University). He joined the Soviet Foreign Ministry in 1973 and in 1991 became ambassador in Madrid. Ivanov has written numerous books and articles on international security issues.
