Signatories

Major General (Ret.) Vladimir Dvorkin is retired from the Strategic Rocket Forces, and was the Director of the Fourth Central Research Institute in Moscow (1993-2001). He participated as an expert in preparing SALT II, the INF Treaty, START I and START II, and made a significant contribution to formulating Soviet and Russian positions at the negotiations on strategic offensive arms control and reduction. Major General Dvorkin is also a Senior Advisor at the PIR Center and the Carnegie Moscow Center, and a principal researcher of the Institute of World Economy and International Relations at the Russian Academy of Sciences.
