Ruud Lubbers served as Prime Minster of the Netherlands from 1982 to 1994.  During his term as Prime Minister, Lubbers realized the first inclusive plan on Environment and Nature in the Netherlands in 1988. A year later, his joint efforts with Gro Harlem Brundtland led to the Declaration of The Hague, an agenda setting document for the 1992 Earth Summit.  The Dutch government honored Lubbers with a lifelong appointment as the Minister of State in 1995. From 2001 until 2005 he was the United Nations High Commissioner for Refugees. At present, he devotedly chairs the Energy Research Center (ENC), which is the largest research facility dedicated to innovative energy in the Netherlands. In 2005, Lubbers published a series of articles (“Stalemate Series”) that promote the enhancement of the IAEA in regulating proliferation.
