Nuclear weapons were the instruments of political power during the Cold War balance of terror. The Cold War has long since passed into history. With the decline in world order and the rise of international terrorism, nuclear weapons have simply become too dangerous—even to their possessors. Therefore in the interest of achieving a stable, secure and peaceful world order and the safety of our children and grandchildren, a way simply must be found to eliminate these weapons, worldwide, verifiably and enforceably.

Ambassador Thomas Graham, Jr. is internationally known as one of the leading authorities in the field of international arms control and non-proliferation agreements. Ambassador Graham has served as a senior U.S. diplomat involved in the negotiation of every major international arms control and non-proliferation agreement during the period 1970 to 1997. This includes The Strategic Arms Limitations Talks (SALT Treaties), The Strategic Arms Reduction Talks (START Treaties), The Anti-Ballistic Missile (ABM) Treaty, Intermediate Nuclear Forces (INF) Treaty, Nuclear Non-Proliferation Treaty Extension (NPT), Conventional Armed Forces in Europe (CFE) Treaty, and Comprehensive Test Ban Treaty (CTBT).

In 1993, Ambassador Graham served as the Acting Director of the U.S. Arms Control and Disarmament Agency (ACDA).  From 1994 through 1997, he served as the Special Representative of the President for Arms Control, Non-proliferation, and Disarmament. He is currently the Executive Chairman of the Board of Thorium Power, a company which holds patents on a new type of nuclear power fuel based on thorium.
