As long as nuclear weapons are around there will be others who will want them. The world will only be free from the nuclear weapons threat, when all such weapons are removed from the scene. This requires serious and sustained efforts in the political, technical, and ethical fields before success is attained. The first step which all nuclear weapons states can take is to abjure the use of nuclear weapons, unless attacked with such weapons.

Vasantha Raghavan retired as a Lieutenant General from the Indian Army after a distinguished career where he was decorated on three occasions and served as Director General of Military Operations. His combat experience included operations in wars with Pakistan and China and in counter-insurgency campaigns.  Raghavan is a founding Director of the Delhi Policy Group (DPG) and President of the Centre for Security Analysis.  He has led a number of programs with a focus on India’s security perspectives, including South East Asia security relations, Civil Society–Governance interface, and nuclear policy stewardship in India.  He is a Council Member of the International Institute of Strategic Studies (IISS) and was a Commissioner of the Weapons of Mass Destruction Commission.
