Ambassador Yoshiki Mine entered into the Ministry of Foreign Affairs of Japan in 1968 and retired in 2009. He served, in turn, as the Director-General for International Relations of the Ministry of Defense; as Ambassador to Yugoslavia, for Global Climate Change, for Disarmament, and for the coordination of assistance to Afghanistan. Ambassador Mine was also the Chief Representative of the Government of Japan for the Negotiation with the Democratic People's Republic of Korea and is now a Distinguished Research Fellow at The Canon Institute for Global Studies.
