In 2008, Global Zero released a poll of 21 countries that found global public opinion overwhelmingly favors an international agreement for eliminating all nuclear weapons according to a timetable -- 76 percent of respondents across all countries polled favor such an agreement. The question specified that "all countries would be monitored to ensure they follow the agreement." In the five nations with large nuclear arsenals and advanced delivery systems, large majorities favor the plan -- Russia (69%), the United States (77%), China (83%), France (86%), and Great Britain (81%). In nations that do not have nuclear weapons, similarly large majorities favor it. The poll, commissioned by Global Zero, was conducted by the Program on International Policy Attitudes (PIPA) at the University of Maryland.
