The Right Honorable Valdis Birkavs is the former prime minister of Latvia. He was a leading figure in the National Awakening movement and was instrumental in the reinstatement of democratic principles in the Latvian governing system. A founding member of the Latvian Bar Association, Birkavs assisted in laying the legal foundations for Latvia independence and is a co-author of the 1990 Latvian Declaration of Independence. He has served as chairman of the Baltic States’ Council of Ministers and the Baltic Assembly’s Judicial Committee. Currently, Birkavs is a member of the Club of Madrid, an international forum consisting of 93 former heads of state and government of democratic nations that seeks to promote democratic governance and post-conflict civil society building.
